DOB Adopts New Code For Boilers
Glendale, NY - January 1, 2009 -- Beginning July 1, 2008 New York City’s Department of Buildings (DOB) new Construction Code went into effect. In this new code there will be significant changes to the inspection and filing procedures associated with the annual low pressure boiler inspections.
What has the NYC DOB changed for 2009?
- For 2009 only, the cycle for inspection and filing is January 1, 2009 – November 15, 2009. All following years’ cycles will be November 16 to November 15 of the following calendar year.
- Inspection reports must be filed with the Department of Buildings within 45 days of the inspection date.
- Failed inspections require an “Affirmation of Correction” (form BO-13). An “Affirmation of Correction” is a visual check by an authorized inspection agency (City Spec) or licensed professional confirming a boiler that failed inspection has been repaired. These observations are noted on a BO-13 and MUST be filed with the Department of Buildings within 45 days of the original inspection date.
What do I need to do?
- Step 1: Call City Spec to schedule your Annual Low Pressure Boiler Inspection
- Step 2: A City Spec inspector will arrive at your building to perform the inspection on the scheduled date.
- Step 3: You will be mailed an invoice. You must pay your City Spec invoice before continuing to Step 4.
- Step 4: After payment, you will receive a copy of your inspection report (BO-9) in the mail. If your boiler passed inspection, do nothing. We will file your original inspection report with the Department of Buildings. If your boiler did not pass inspection, continue to Step 5.
- Step 5: Included with your invoice is the BO-13 form (Affirmation of Correction.) Keep this form; it lists the items that MUST be corrected.
- Step 6: Call a professional to have the items repaired. Have that professional sign form BO-13 and make sure the form is turned in to the DOB. Your 2009 inspection is now complete! However, if the repairman chooses not to sign form BO-13, continue to Step 7 below.
- Step 7: Once ALL the repairs have been made, call City Spec to schedule your “re-inspection.” Make sure section 7 of the BO-13 is signed by the building owner or representative.
- Step 8: City Spec will re-inspect to confirm that all the repairs have been made. Be sure to give the signed BO-13 to the inspector.
- Step 9: You will be mailed an invoice for the re-inspection. When you pay the City Spec invoice the BO-13 will be filed and your 2009 inspection will be complete!
It is the owner’s responsibility to have the defects remedied in a timely manner and prior to the re-inspection. City Spec does not perform any repair work. City Spec will not be held liable for any violations that result from the owner’s tardiness in making repairs or scheduling a re-inspection with City Spec.
